Love Clean Hands

The idea involves empowering communities with hygiene knowledge & skills and motivating them to practice appropriate hygiene & hand-washing norms, and also ensuring availability and access to facilities and services. The project shall ensure that Gender needs in the interventions are met.

The following is the goal and out comes:

Overall Impact: Improved & sustainable hand-washing practices among targeted communities in emergency settings.

1. Communities have hygiene knowledge & skills and practice appropriate hygiene & hand-washing norms.
2. Communities are prepared & responsive to hand-washing & hygiene needs.

The Problem
Uncoordinated stand-alone conflicting interventions from different Actors e.g. differing or contradicting hygiene & hand-washing messages to same people at same time. Hence, sensitization in such cases while done hastily is not effective but focused mainly on hardware than software. Such not only conflict, cancel out each other (confusing to people) but become barriers while ignoring existing community barriers. Key aspects like gender, skills & capacities are ignored. Most such interventions got no genuine buy in from duty bearers & communities, lack handover to duty bearers at end. Uncoordinated efforts are more costly and less effective than planned coordinated efforts.

The solution is highly adaptive to the context while it can be developed quickly with consideration to all key aspects (gender, skills, capacities, actors, factors in the context) and helps to coordinate Actors according to solution objectives requirements instead of just hastily jumping in without coordinated purpose and responses. Therefore, the solution uses Theory of Change (TOC) that shows overall goal with key goal contributing (not stand alone objectives) objectives which not only contribute to the overall goal but contribute to one another (objectives contributing to objectives). All key Actors are supposed to fit in according to the key objectives.

The solution not only shows expected emergency changes but links them to long term outcomes for easy buy in from duty bearers and easy handover at the end of the intervention to ensure sustainability and community preparation should the same, similar or another emergency occurs again in future. Most interventions end abruptly without such considerations such that should an emergency occur again it shall find the same communities and duty bearers not prepared and unresponsive instead wait for external help as at the beginning; Every humanitarian intervention should put in mind that the support or intervention is to support duty bearers who are supposed to be fully responsible for such but due to some reasons or limitation are being supported to intervene and should not be taken as taking away the duty bearers’ responsibility but as a support and hence they should be engaged to help them to prepare for future occurrences. According to objectives requirements and key strategies, various roles shall be identified with various actors according to their strength, standing and strengths; for example, the government or duty bearers shall need to take up the coordination role assisted by the Implementing partner.

Potential Long Term Impact
The intervention focuses mainly ensuring that communities own and are responsible for their own hygiene and hand-washing responsibilities in emergency settings while also ensuring that duty bearers are involved and own the process. It clearly shows short term (emergency) objectives and long term outcomes because of consideration of duty bearers that shall remain to sustain the whole process otherwise it becomes a one way off process delinked from future considerations.
